Monumen ini dibangun dengan tujuan untuk mengenang para korban ledakan bom Sari Club dan Paddy’s Café. Gagasan awal pembuatan monumen ini berasal dari Ketua Persatuan Tourist Attraction Indonesia Bali Nyoman Rudana. Maka, setelah peristiwa pemboman itu terjadi, mulailah monumen tersebut dibangun dan selesai pada tahun 2003 dengan diberi nama “Monumen Panca Benua”.
